El año 2007 el Departamento de Cultura y Medios de Comunicación de la Generalitat decide impulsar una nueva manifestación fotográfica. Encarga un proyecto a Mariona Fernández y pide el asesoramiento de una comisión artística constituida por profesionales de diferentes sectores. La propuesta de este equipo es SCAN.
A partir de la presente edición el Ayuntamiento de Tarragona es parte equitativa en la organización y la ciudad se consolida como sede del acontecimiento. Un gesto inicial inspirado por el Gobierno con voluntad descentralizadora y que en realidad es también una decisión encaminada a la eficacia, dada la idoneidad del tejido urbano, social y cultural de la ciudad. Las características de Tarragona favorecen la complicidad y el encuentro distendido entre los diferentes agentes fotográficos que SCAN quiere promover.
SCAN es una convocatoria que se vertebra sobre dos ejes. Por una parte, Talent Latent; por otra, el Simposio y el Diálogo. A estos dos ejes, ya en la edición de este año, se les ha añadido un capítulo más pedagógico que incluye un taller, conferencias, actividades infantiles, una beca de investigación y visitas guiadas.
SCAN quiere convertirse en una plataforma de descubrimiento y promoción de nuevos creadores, se quiere hacer eco de las ideas más frescas y atrevidas de aquellos que todavía no tienen un reconocimiento en los círculos fotográficos. Muchos festivales actuales incluyen secciones dedicadas a la fotografía más joven y desconocida, pero estos apartados suelen constituir meros apéndices que adornan programas más generales. SCAN, en cambio, quiere hacer de este propósito su filosofía y su fuerza principal. Talent Latent aspira a actuar como un observatorio de la creación en su estado más incipiente. A través del trabajo en red compondrá una valiosa base de datos que ayudará a detectar y catapultar la obra de autores emergentes.
SCAN se vertebra en un segundo eje: la reflexión, el estudio, la crítica, el debate y la dimensión académica. Por este motivo se mantienen dos actividades nacidas en el 2008 que ya se consolidan de cara al futuro. El Diálogo, primero virtual y después presencial, sobre una temática muy acotada y explorada por tres pensadores desde ópticas diferentes, que este año se dedica a las imágenes de los conflictos. Y tenemos también el Simposio, que durante 3 días será acogido por la universidad y dónde más de una veintena de teóricos, artistas y profesores aportan su bagaje para iluminar el pensamiento sobre una temática. SCAN se define como una manifestación al servicio del público y de la comunidad fotográfica: ambiciosa en cuanto a horizontes, rigurosa en sus planteamientos, abierta a todas las vertientes de la fotografía, integradora de todas sus sensibilidades. Como una manifestación que quiere hacer avanzar a una cultura crítica de la fotografía. Como una manifestación viva que sea capaz de renovarse y de adaptarse a las incógnitas del futuro.

In 2007, the Department of Culture and Communication of the Government of Catalonia decides to mount a new photographic festival. The project is headed by Mariona Fernández with the consultation of an artistic commission made up of professionals from different sectors. SCAN is the result of this team effort.
From this point on, Tarragona Council plays an equal part in the organisation of the festival, and the city is confirmed as its venue. An initial gesture inspired by the government, and its later decentralisation promotes efficiency and proves the ideal nature of the urban, social and cultural nature of the city. Tarragona’s unique characteristics encourage a warm and informal encounter between the different photographic agents that SCAN hopes to promote.
SCAN is organised into two components. On the one hand, Talent Latent, on the other, the Symposium and the Dialogue. These two cores, in the current edition, have gained an extra, more pedagogical dimension which includes a workshop, conference, activities for children, a research grant and guided visits.
SCAN aims to become a platform of discovery and promoter of new creativity, resonating with the freshest and most daring ideas from those artists who as of yet aren’t fully acknowledged in photographic circles. Many contemporary festivals include sections dedicated to young unknown photographers, but these categories usually remain nothing more than a footnote to more general programmes. SCAN, however, wants this to be its philosophy and principal aim. Talent Latent aspires to act as an observatory of the creative process in its most incipient state. Through its networking activity it hopes to create a valuable database which will help to detect and promote the work of emerging artists.
SCAN has a second strand: that of reflection, study, criticism, debate - a more academic dimension. For this reason it will maintain and consolidate two activities born in 2008. The Dialogue, first virtually and then presentially, will explore a given theme with the contributions of three experts with very different viewpoints. This year’s focus is dedicated to images of conflict. We also have the Symposium, in which the university will welcome more than twenty theorists, artists and teachers for three days. Their knowledge and experience will examine a particular theme, this year, the theory of photography.
SCAN defines itself as a festival both in the service of the public and the photographic community: ambitious in its horizons, rigorous in its questioning, open to all aspects of photography, integrating all of its sensibilities. A festival that wants to offer a cultural criticism of photography. A living festival capable of renovating and adapting itself to the unknown quantities of the future.
